U.S. Postal Service Announces Temporary Price Change for 2026 Holiday Shipping Season

USPS filed a temporary 2026 peak-season price change with the PRC on Aug. 25, 2026. See the planned per-package increases, dates, and how to budget for Q4.

USPS has proposed temporary package-price increases for the 2026 holiday season, pending favorable review by the Postal Regulatory Commission. According to the USPS Newsroom announcement, the Postal Service filed notice with the Commission on Aug. 25, 2026 regarding a temporary price change for some package products for the 2026 peak holiday season. The planned per-package increases range from $0.40 to $20.80, depending on the pricing tier, service, zone, and weight.

Review the retail and commercial increases below to calculate your shipping exposure over the 15-week window.

What Did USPS Announce for the 2026 Holiday Season?

USPS says the temporary adjustment is meant "to help cover extra handling costs to ensure a successful peak season," and that it was approved by the governors of the Postal Service as part of the organization's transformation plan.

According to USPS, the temporary rates would take effect at 12 a.m. CT on Oct. 4, 2026 and remain in place until 12 a.m. CT on Jan. 17, 2027, pending favorable review by the Postal Regulatory Commission. The rates are not final until the Commission reviews the filing, so treat every figure on this page as planned pricing.

The 2026 peak-season price change affects Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select, and USPS says no other products or services would be affected. First-Class Mail, marketing mail, and international services are not part of this filing.

One line in the release matters for anyone benchmarking carriers: USPS states the seasonal adjustment "will bring prices for the Postal Service's retail and commercial customers in line with competitive practices." The release does not publish any comparison to other carriers' peak surcharges, so any conclusion about who is cheapest on your lanes has to come from your own rate shopping.

How Will the 2026 USPS Price Change Affect Small Businesses?

The planned window includes Black Friday, Cyber Monday, December shipments, and returns sent through affected USPS services before Jan. 17.

Planned, pending favorable PRC review: heavy parcels billed to Zones 5-9 would absorb the largest per-package increases in the filing.

Three patterns run through the filing:

  • Distance costs more. For the same service, weight band, and pricing tier, shipments billed in Zones 5-9 generally receive larger increases than shipments billed in Zones 1-4.
  • Weight costs a lot more. The highest listed increases apply to the 26-70 lb band, with Oversized included only in the bands where USPS expressly lists it.
  • The two pricing schedules differ band by band. USPS published separate retail and commercial increases, and the gap between them is not uniform across services, zones, and weights.

A contractor mailing a 2 lb parts package on retail Ground Advantage in Zones 1-4 would pay $0.50 more. A photographer shipping a 30 lb case of gear on retail Priority Mail to Zone 8 would pay $9.10 more per shipment. Same filing, very different exposure.

How Much Are USPS Retail Prices Going Up During the 2026 Holidays?

Commercial increases are lower on many listed bands, equal to retail on some bands, and $0.20 higher for USPS Ground Advantage Zones 5-9 at 26-70 lbs and Oversized. Bands where the two schedules match include Priority Mail Zones 5-9 at 26-70 lbs, listed at +$9.10 on both, and Priority Mail Express 0-3 lbs, listed at +$1.40 in Zones 1-4 and +$2.35 in Zones 5-9 on both. Check the bands you actually ship rather than assuming one schedule always comes out lower.

Is USPS Still Cheaper Than UPS and FedEx During Peak?

The announcement does not provide enough information to determine whether USPS will be cheaper than UPS or FedEx for a specific shipment. USPS says only that the adjustment brings its prices "in line with competitive practices," and it publishes no side-by-side comparison.

What the filing does tell you is where the dollar stakes are highest. The announced increase is $0.50 for a 2 lb retail Ground Advantage parcel in Zones 1-4 and $9.10 for a 30 lb retail Priority Mail parcel in Zones 5-9. Compare current carrier quotes for your actual package profiles before you set holiday shipping prices, especially before you publish a free-shipping threshold or a flat shipping rate for Black Friday.

How Should Small Businesses Plan for the USPS Holiday Surcharge?

Plan for the peak-season surcharge using these four steps:

  1. Reprice your shipping calculator for the exact window. Your checkout rates, your flat-rate shipping offer, and your free-shipping threshold should reflect the planned window, then revert. Put a calendar reminder on both dates.
  2. Re-run the Flat Rate versus weight-and-zone comparison. Retail Priority Mail Flat Rate would rise $1.00 on most products while a Zone 8 weight-based Priority Mail parcel in the 11-25 lb band would rise $4.30. Boxes that were close calls in September may not be close calls in October.
  3. Check your pricing tier. Confirm whether each label purchase uses the retail or the commercial schedule before you calculate the surcharge, because the two schedules differ band by band.
  4. Budget the surcharge as a line item, not a surprise. Fifteen weeks of volume times a per-package add-on is a real number you can calculate in advance.

Here is a worksheet for step four. Fill in your own volume and zone mix.

How Can Small Businesses Budget for USPS Holiday Shipping Costs?

You can use a Novo Reserve to earmark your projected Q4 shipping surcharge within your Novo business checking account. Novo Reserves is a budgeting feature inside the Novo business checking account, not a separate account, and you can create up to 20 Reserves. Name one "Q4 postage" and move your worksheet total into it before Oct. 4.

Novo business checking has no monthly fee and no minimum balance requirement. An account that ends the day at $0 for 130 consecutive days may be closed, so keep a working balance in it.

Novo integrates with QuickBooks Online, Xero, and FreshBooks, which automatically sync Novo account transactions. You can then review postage expenses alongside your other Q4 transactions in your accounting software. QuickBooks has its own pricing plans. Stripe, Square, and PayPal payouts can route to your Novo account, and those processors' own fees apply. If you sell through Shopify, you can link your Novo account details to Shopify Payments to receive your store's payouts directly into your account; Shopify payouts usually take 24-72 hours to arrive.

Two tradeoffs worth saying plainly. Novo does not accept cash deposits, so if you take cash at a holiday market or a pop-up, plan a deposit workflow before December: deposit a money order or cashier's check with mobile check deposit in the Novo app, or transfer money from another bank. Novo has no physical branches; accounts are opened and managed online or in the Novo app for iOS and Android.

Novo does not provide tax, legal, or financial advice. Treat the worksheet above as a planning tool and run your Q4 numbers past your accountant.

Where to Find the Official Filing and Rate Sheets

Go to the primary documents before you hard-code anything into a shipping calculator.

The Shipping Services filing is PRC Docket No. CP2026-10, and USPS price lists and downloadable price files are posted on Postal Explorer at pe.usps.com/PriceChange/Index. Complete Postal Service price filings with prices for all products appear on the PRC website under the Daily Listings section at prc.gov/dockets/daily, and the Postal Explorer price-change index is at pe.usps.com/PriceChange/Index. USPS says price lists, downloadable price files, and Federal Register notices will be available there.

Because the rates are subject to favorable PRC review, check the docket before Oct. 4 rather than assuming the announced figures are final.

Frequently Asked Questions

When do the 2026 USPS holiday surcharges start and end?

Pending favorable PRC review, the temporary rates would run from 12 a.m. CT on Oct. 4, 2026 to 12 a.m. CT on Jan. 17, 2027. USPS filed the notice on Aug. 25, 2026, and the release states the rates would take effect only after favorable review by the Commission. See the timeline above for how that window lines up with Black Friday, December shipments, and early-January returns.

Which USPS services are affected by the 2026 peak-season price change?

Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select. USPS states that no other products or services would be affected.

Do commercial shippers pay the same surcharge as retail customers?

Not on most bands. The planned commercial increase is lower than the planned retail increase on many service, zone, and weight bands, equal on some, and $0.20 higher for USPS Ground Advantage Zones 5-9 at 26-70 lbs and Oversized. The two tables above show both schedules.

Which USPS shipments get hit hardest?

Heavy parcels billed to the farther zones. Within each service, the 26-70 lb band takes the largest planned add-ons, and Zones 5-9 increases exceed Zones 1-4 increases on the same weight band.

Does the surcharge apply to Flat Rate boxes?

Yes, for the affected services. The Flat Rate figures for both pricing tiers appear in the footnotes of the retail and commercial tables above.

Where can I download the full 2026 peak-season price files?
